Summary biography:
He has been a full-time researcher on education, training and skills for 28 years, and has written extensively on lifelong learning, apprenticeships, the incentives to learn, employers’ attitudes towards skills and training, higher education policy, and the formulation and implementation of UK skills policy.
He has advised parliamentary committees at Westminster and Holyrood, and is a member of HEFCE’s new Research and Knowledge Exchange Committee, the Scottish Funding Council and Skills Development Scotland’s joint Skills Committee, and also HEFCW’s Student Experience, Teaching and Quality Committee. He has acted as a consultant to H M Treasury, the Cabinet Office, Sector Skills Development Agency, the National Skills Task Force, the UK Commission for Employment and Skills, the National Audit Office, DfES, DIUS, DBIS and the governments of Australia, Queensland, New South Wales and New Zealand. He has worked with a range of think tanks, including IPPR, Demos, Policy Exchange, The Work Foundation; and with major charities such as the Joseph Rowntree Foundation and the Resolution Foundation. He was a member of the directorate of the Nuffield Foundation’s 14-19 Review.
