The focus:

Implications of the current drive to diversify the provision of Higher Education, including:

  • HE being taught in FE colleges;
  • The growth of private universities and degree courses designed by other for-profit bodies; and
  • Massive Open Online Courses (MOOCs) - current developments and potential.

 

Context:

Follows the Government’s response to its consultation on Alternative Providers which aimed to:

  • Encourage expansion of alternative providers; and

·         Set out steps to create a ‘level-playing field’ between traditional universities and new entrants to the market.

 

Key discussion points:

·         Developments and challenges in online and distance learning - including plagiarism, online assessment and scalability;

·         The increasing provision of HE within FE colleges - including whether FE colleges or groups of colleges should be given degree-awarding powers;

·         The potential impact of the growing number of private universities and for-profit degree courses; and

Perspectives on the potential impact of MOOCs and developments in distance learning on the HE sector in the UK and worldwide. Could short free online courses be used as a marketing tool for student recruitment to full degree programmes? What is the potential for MOOCs to widen participation in HE? Should university accreditation of short online courses and the quality of these courses be regulated? Are online courses a threat to traditional on-campus degree programmes? Diversifying the market: HE in FE and alternative providers of HE

What steps can the Government take to deliver on its aim of increasing the number of alternative providers in the HE sector and to reduce barriers to market entry? Are the proposed changes to the regulation of alternative providers sufficient to achieve the aim of a ‘level playing field’ with traditional universities; is there a need for the regulatory system to be underpinned by legislation? Should designated courses at alternative providers be subject to Key Information Sets and the National Student Survey? Are the proposed student number controls likely to have an impact on the growth of new entrants to the HE market? Should alternative providers with small numbers of students accessing student support be exempt from student number controls, and if so, how should Government define ‘small’? Should FE colleges, or groups of colleges, be able to hold degree awarding powers? Can FE in HE be used to further spread HE provision into areas of the country without universities? What challenges does the Government’s aim - to increase the number of alternative HE providers - pose for traditional universities?
